The Mexican Senate has approved a comprehensive new law that aims to protect animals from mistreatment and cruelty. This legislation acknowledges animals as sentient beings, meaning they can feel and perceive emotions. It mandates that pet owners or caregivers are responsible for ensuring their animals’ health, nutrition, living conditions, and mental well-being. The law targets the 69% of Mexican households that have pets, which totals around 80 million animals, but it also applies to animals in sports, entertainment, zoos, aquariums and even those raised for consumption.
Called the General Law on Animal Welfare, Care, and Protection, the bill passed with overwhelming support in the Senate, with a 115-1 vote. It updates several existing laws related to animal health, film and media, wildlife, ecological balance and civil protection. Currently, the bill is under consideration in the Chamber of Deputies.
Mexico has a significant issue with animal abuse, ranking first in Latin America and third worldwide. Over 10,000 formal complaints of abuse were recorded between 2024 and 2026. The new law aims to address this by not only prohibiting abuse but also by establishing clear responsibilities for those who care for animals. This includes providing necessities such as food, water, and veterinary care. Failure to meet these obligations could result in penalties, including fines, administrative arrests, confiscation of the animals and more.
The law also establishes mechanisms for reporting abuse and creates a national registry of offenders. PAN Senator Gina Gerardina Campuzano González emphasized the importance of this legislation, noting that animal abuse is widespread in Mexico, affecting seven out of ten animals.
