Civil Registry A government office where vital records such as births, marriages, and deaths are registered.

In Querétaro, Mexico, a proposed law allowing individuals to change their legal gender identity was vetoed by Governor Mauricio Kuri González. Approved by the state Congress, the law would have permitted changes in the Civil Registry. Kuri, a member of the conservative National Action Party, argued that the law was an ideological imposition that went against family values.

Pro-life groups and religious organizations protested against the law and related reforms on gender identity and abortion. Despite their claim of non-political motives, some state officials participated in the march. In response to the veto, LGBT+ Pride and Dignity March organizers criticized Kuri’s decision as irresponsible. They argued that denying gender identity recognition leads to increased violence and exclusion.

Andrea Tovar, a representative of the center-left Morena party, countered Kuri’s claims, stating that the law was intended for adults and that misinformation about it was concerning. According to Tovar, the reform aimed to create a straightforward administrative process for adults wishing to change their gender identity in the Civil Registry.

This proposal was a collaborative effort between the Querétaro Human Rights Ombudsman‘s Office and opposition legislators. Currently, similar reforms have been adopted in 24 Mexican states. In a related development, Mexico’s Supreme Court ruled that subjecting minors to sexual orientation conversion therapy could lead to imprisonment, emphasizing the country’s stance on protecting human rights.
